2015 BASEBALL TOURNAMENT RULES

UNLESS OTHERWISE NOTED, ALL TOURNAMENTS WILL BE GOVERNED BY THE LITTLE LEAGUE RULES FOR DIVISIONS:8U,9U,10U, 11U, 12U AND THE NATIONAL FEDERATION OF HIGH SCHOOL RULES FOR DIVISIONS:     11U-50/70, 12U-50/70, 13U, 14U, AND 15/16U AND UNDER THE FOLLOWING EXCEPTIONS APPLY:

REFUND POLICY:

ALL DEPOSITS ARE NON REFUNDABLE AND CANNOT BE TRANSFERRED TO ANOTHER TOURNAMENT.  IF A TEAM CANCELS OUTSIDE OF 30 DAYS PRIOR TO START OF TOURNAMENT THEY WILL RECEIVE A REFUND OF FEE LESS THE $100 CANCELLATION FEE.  IF A TEAM CANCELS INSIDE THE 30 DAYS OF THE START OF THE TOURNAMENT THERE WILL BE NO REFUND.  $50 FEE WILL BE ADDED FOR ANY CHECK PAYMENTS MADE THAT ARE RETURNED FOR NON-PAYMENT.

REFUND POLICY DUE TO INCLEMENT WEATHER:

IF TOURNAMENT IS RAINED OUT COMPLETELY, ALL GAMES WILL BE MADE UP THE FOLLOWING WEEKEND OR AT THE NEXT EARLIEST AVAILABLE TIME.  IF THERE IS A PARTIAL RAINOUT, WE WILL TRY TO KEEP THE SCHEDULE AS CLOSE TO THE ORIGINAL AS POSSIBLE BUT CHANGES WILL BE NECESSARY.  WE WILL TRY TO GET EVERY TEAM THE MINIMUM GAMES AND HAVE A CHAMPIONSHIP GAME IN EACH AGE DIVISION.  IN THE EVENT WE HAVE TO ALTER THE SCHEDULE TO CONTINUE THE TOURNAMENT, WE MAY REDUCE THE NUMBER OF TEAMS MOVING ONTO THE PLAYOFF ROUNDS.  TEAMS SHOULD CHECK SCHEDULE DAILY FOR ANY CHANGES OR CANCELLATIONS.  IN ANY EVENT, THERE WILL BE NO REFUNDS.

THERE ARE NO DOGS ALLOWED AT ANY OF THE SPORT COMPLEXES OR FIELDS UNLESS FOR HANDICAPPED PURPOSES.  BARBEQUE GRILLS AND OPEN FLAMES ARE NOT PERMITTED ON COMPLEX GROUNDS AT ANY TIME.  NO EXCEPTIONS.   ALSO THERE ARE TOWNSHIP ORDINANCES FOR NO SMOKING AT ANY OF THE COMPLEXES. 

ALL TEAMS MUST REPORT TO FEILD 30 MINUTES PRIOR TO SCHEDULED START TIME AND FLIP COIN FOR HOME OR AWAY AND EXCHANGE LINEUPS 15 MINUTES PRIOR TO THE START OF THE GAME.

HOME TEAM DECIDED BY COIN FLIP IN ALL POOL PLAY GAMES PRIOR TO START OF ALL GAMES.  THE HIGHER SEEDED TEAM WILL BE THE HOME TEAM IN ALL PLAYOFF GAMES.

NO ONE OTHER THAN THE MANAGER, 2 COACHES, AND THE SCOREKEEPER ARE PERMITTED IN DUGOUTS.

PLAYERS AGE: 

PLAYERS AGE IS DETERMINED BY THE APRIL 30TH CUTOFF DATE AS USED IN LITTLE LEAGUE AND CAL RIPKEN/BABE RUTH LEAGUES.  A PLAYERS AGE WILL BE THE AGE HE  IS ON OR BEFORE APRIL 30, 2014 FOR ALL OF OUR TOURNAMENTS.  IT IS THE CAOCHES RESPONSIBILITY TO KNOW THE LEAGUE AGE OF EVERY PLAYER ON HIS ROSTER.  THE 15/16U DIVISION IS OPEN TO AS MANY 16U PLAYERS DESIRED.

BATTING:

ALL TEAMS MUST BAT AT LEAST 10 BATTERS WITH AN EH(EXTRA HITTER).  IF A TEAM HAS ONLY 9 PLAYERS THEY WILL BAT 9.  TEAMS MAY CHOOSE TO BAT ANY NUMBER MORE THAN 10 OR THEIR ENTIRE LINEUP, BUT OTHER TEAM WILL NOT BE FORCED TO DO THE SAME.  IF A TEAM BATS THEIR ENTIRE LINEUP THEY WILL BE ALLOWED FREE DEFENSIVE SUBSTITUTION.  THERE WILL BE FREE DEFENSIVE SUBSTITUTION ALLOWED FOR ANY PLAYER WHO IS IN THE ORIGINAL BATTING LINEUP.

ROSTERS:

PLAYERS MAY NOT ROSTER ON MORE THAN ONE TEAM IN THE TOURNAMENT.  VIOLATIONS OF THIS RULE WILL BE A FORFEIT FOR THE OFFENDING PLAYERS TEAM.

THERE CAN BE NO CHANGE TO THE SUPPLIED ROSTER AFTER THE FIRST GAME HAS COMMENCED UNLESS APPROVED BY THE TOURNAMENT DIRECTORS FOR INJURIES OR SPECIAL CIRCUMSTANCES. 

ALL TEAMS MUST HAVE COPIES OF PLAYERS BIRTH CERTIFICATES ON THEM FOR THE DURATION OF THE TOURNAMENT.  IF A TEAM HAS BEEN CONTESTED FOR A PLAYERS AGE AND DOES NOT SUPPLY BIRTH CERTIFICATE, THAT TEAM WILL BE DISQUALIFIED FOR THE TOURNAMENT.  PLEASE MAKE SURE YOU HAVE ALL BIRTH CERTIFICATES AND TEAM INFORMATION SO WE DO NOT HAVE TO DISQUALIFY A TEAM.

PITCHING LIMITS:

AGES 9U THRU 12U AGE DIVISIONS WILL BE ALLOWED A MAXIMUM OF 3 INNINGS PER PITCHER PER GAME.  AGES 13U THRU 16U DIVISIONS WILL ALLOWED A MAXIMUM OF 4 INNINGS PER PITCHER PER GAME.  ONE PITCH THROWN IS CONSIDERED 1 INNING PITCHED.  THE PITCHING LIMITS WILL BE THE SAME FOR PLAYOFF ROUNDS.  ONCE A PITCHER IS REMOVED FROM MOUND HE CANNOT RE-ENTER AS A PITCHER FOR THE REMAINDER OF THAT GAME.

8U DIVISION RULES:

PITCHERS:  3 INNINGS MAXIMUM PER GAME

5 RUN RULE PER INNING, 6TH INNING AND ALL EXTRA INNINGS WILL BE UNLIMITED RUNS.  NO STEALING HOME.  RUNNER MAY ADVANCE HOME ON BASES LOADED WALK OR BATTED BALL.  BATTING LINEUPS:  MINIMUM 10 BATTERS, RECOMMENDED ENTIRE LINEUP FREE SUBSTITUTION FOR ALL TEAMS.  THROWING ONE PITCH TO A BATTER IN AN INNING IS CONSIDERED 1 INNING PITCHED.

PITCHING FOR ALL AGE DIVISIONS: 

IF A PITCHER GOES OVER THE LIMIT OF INNINGS FOR A GAME, THE PITCHER MUST BE REMOVED IMMEDIATELY ONCE DISCOVERED BY EITHER TEAM.  THE PITCHER WHO WAS IN VIOLATION OF RULE WILL NOT BE ALLOWED TO PITCH IN TEAMS NEXT SCHEDULED GAME.  IT IS THE MANAGERS RESPONSIBILITY TO KNOW HOW MANY INNINGS HIS PITCHER HAS PITCHED, NOT THE UMPIRE OR OPPOSING TEAMS MANAGER. 

PITCHES DO NOT HAVE TO BE THROWN TO A BATTER DURING AN INTENTIONAL WALK SITUATION.

NEW PITCHERS ENTERING THE GAME ARE ALLOWED 7 WARMUP PITCHES ON THE MOUND.  WITH 5 WARMUP PITCHES FOR SUBSEQUENT INNINGS.  THE UMPIRE MAY ALLOW MORE IF CONDITIONS WARRANT OR FOR INJURY.  THIS WILL BE THE UMPIRES DECISION.

TRIPS TO MOUND:

A MANAGER OR COACH IS ALLOWED A MAXIMUM OF 2 TRIPS TO MOUND PER PITCHER PER INNING.  THE 2ND TRIP IN AN INNING WILL RESULT IN THE REMOVAL OF THE PITCHER.

 BALK WARNINGS: 

11U 50/70, 12U 50/70, 13U DIVISIONS--ONE BALK WARNING PER PITCHER DURING POOL/ROUND ROBIN  GAMES.  THERE WILL BE NO WARNINGS FOR 14U AND 15/16U DIVISIONS.  THERE WILL BE NO BALK WARNINGS IN ALL AGE DIVISIONS DURING PLAYOFF ROUNDS.

PROTESTS AND GAME CONDUCT:

A PROTEST MUST BE MADE TO THE HOME PLATE UMPIRE BEFORE NEXT PITCH IS THROWN.  THE UMPIRE WILL INFORM THE OPPOSING MANAGER.  IF THE HOME PLATE UMPIRE CANNOT RESOLVE THE PROBLEM, THEN THE PROTEST SHOULD BE FILED WITH ONE OF THE TOURNAMENT DIRECTORS ON SITE.  AN UMPIRES JUDGEMENT CALL MAY NOT BE PROTESTED, ONLY TOURNAMENT RULES OR OFFICIAL BASEBALL RULES.

ONLY THE MANAGER OR COACH CAN DISCUSS IN A CIVIL MANNER ANY QUESTIONS OR RULINGS WITH THE UMPIRE.  BALLS, STRIKES, SAFE/OUT AND JUDGEMENT CALLS CANNOT BE DISPUTED AND WILL RESULT IN AN AUTOMATIC EJECTION.  THE MANAGER IS RESPONSIBLE FOR HIS COACHES, PLAYERS, AND FANS.  ANY COACH OR PLAYER EJECTED FROM THAT GAME WILL BE SUSPENDED FOR THE NEXT SCHEDULED GAME.  NO EXCEPTIONS.

SUBSTITUTES:

SUBS MAY NOT RE-ENTER ONCE PULLED FROM THE GAME.  STARTERS MAY RE-ENTER ONCE.  IN CASE OF INJURY OR EJECTIONS, SUBS MAY RETURN.  IF THE BATTING ORDER SHRINKS DURING A GAME, AN OUT WILL BE AWARDED FOR THE FIRST TIME ONLY, THE INJURED OR EJECTED PLAYERS TURN COMES UP TO BAT.

SPEED UP RULE: 

PINCH RUNNER FOR THE CATCHER ONLY WITH 2 OUTS.  PINCH RUNNER SHALL BE THE LAST BATTED OUT OR SUB WHO HAS NOT BEEN IN THE GAME.  ALL OTHER RUNNERS WILL RUN FOR THEMSELVES, UNLESS A COACH CHOOSES TO MAKE A SUBSTITUTION.

TEAMS WILL NOT BE PERMITTED TO TAKE INFIELD/OUTFIELD BATTING PRACTICE ON FIELDS BEFORE EACH GAME.  THEY MAY WARM UP IN THE OUTFIELD ONLY OF THE FIELD THEY ARE PLAYING ON.

TIME LIMIT GAMES: 

2 HOUR TIME LIMITS FOR ALL DIVISION GAMES.  NO NEW INNING MAY START AFTER TIME LIMIT EXPIRES.  THE OFFICIAL START TIME OF THE GAME IS BASED ON THE FIRST PITCH AND THE OFFICIAL START TIME OF EACH SUBSEQUENT INNING IS THE FIRST PITCH OF THAT INNING.  THE UMPIRE IS THE OFFICIAL TIME KEEPER.  IF THE TIME LIMIT IS REACHED DURING THE TOP OF AN INNING AND THE HOME TEAM IS WINNING AT THE END OF THAT HALF, THE HOME TEAM WILL NOT BAT IN THE BOTTOM OF THE INNING.  THERE WILL BE NO TIME LIMIT FOR CHAMPIONSHIP GAMES. 

RUN RULES: 

UNLESS THE TEN OR FIFTEEN RUN MERCY RULE COMES INTO EFFECT AGES 9U THRU 12U DIVISIONS WILL BE 6 INNING GAMES.  AGES 13U THRU 16U DIVISIONS WILL BE 7 INNING GAMES.  THE TEN RUN MERCY RULE IS AFTER 4 INNINGS ON ALL 6 INNING GAMES AND 5 INNINGS ON ALL 7 INNING GAMES.  THE FIFTEEN RUN MERCY RULE WILL BE IN EFFECT AFTER 3 INNINGS OF A 6 INNING GAME AND AFTER 4 INNINGS OF A 7 INNING GAME.  NO EXCEPTIONS.

MANAGERS AND COACHES WILL BE RESPONSIBLE FOR SUPPLYING AND TURNING IN COMPLETED SCORE SHEETS SIGNED AND AGREED UPON BY BOTH COACHES AFTER EACH GAME.  SCORE SHEETS ARE NEEDED TO UPDATE WEBSITE AND POSTED SCHEDULES THROUGHOUT THE TOURNAMENT.

SLASHING WILL NOT BE ALLOWED IN 9U THRU 12U DIVISIONS.  IF A PLAYER ATTEMPTS TO SLASH HE WILL BE CALLED OUT BY THE UMPIRE.  IF A COACH OR PLAYER ATTEMPTS TO SLASH A SECOND TIME THE PLAYER AND THE COACH SHALL BE EJECTED FROM THE GAME.  NO EXCEPTIONS.

BASE  RUNNING: 

AGES 8U THRU 12U 46/60 DIVISIONS:  PLAYERS MUST SLIDE FEET FIRST ONLY AND MUST ALSO AVOID CONTACT AT HOME PLATE.  50/70 DIVISION, 13U THRU 16U DIVISIONS MAY SLIDE HEAD FIRST, BUT MUST ALSO AVOID CONTACT AT HOME PLATE.  THIS WILL BE A JUDGEMENT CALL BY THE UMPIRE AS TO WHETHER CONTACT WAS MALICIOUS OR ACCIDENTAL.

BALLS:

EACH HOME TEAM IS REQUIRED TO SUPPLY THEIR OWN GAMES BALLS.  THE TOURNAMENTS WILL NOT SUPPLY BALLS OR BE RESPONSIBLE FOR BALLS.

BAT RESTRICTIONS: 

AGES 8U THRU 10 U DIVISIONS:  ALL BATS MUST BE 2-1/4' IN MAX DIAMETER.  NO BIG BARREL BATS IN THESE DIVISIONS.  THERE ARE NO OTHER RESTRICTIONS ON BATS AS LONG AS THEY ARE NOT ALTERED/DAMAGED AND ARE STAMPED APPROVED FOR PLAY IN LITTLE LEAGUE/CAL RIPKEN DIVISIONS.  THIS INCLUDES COMPOSITE BARREL BATS. 

11U AND 12U 50/70 DIVISIONS  2-5/8 " BARRELS  ARE ALLOWED

BAT RESTRICITONS: 

13U DIVISION:  THERE ARE NO WEIGHT OR DIAMETER LIMITATIONS.  14U AND 15/16U DIVISIONS:  ALL BATS MUST BE A MAX OF 2-5/8 DIAMETER AND MUST HAVE A MINUS -3 WEIGHT TO LENGTH RATIO AND APPROVED FOR HIGH SCHOOL PLAY WITH THE BBCOR.50 CERTIFICATION LABEL.  WOOD BATS ARE ALLOWED.  BESR CERTIFIED BATS WILL NOT BE PERMITTED.  IF A PLAYER USES AN ILLEGAL BAT OR ALTERED BAT THEY SHALL BE CALLED OUT AND MAY BE SUSPENDED FOR A GAME.

IF A TEAM FORFEITS A POOL PLAY GAME THEY WILL NOT BE ELIGIBLE FOR PLAYOFF ROUNDS.

TOP  SIX TEAMS ADVANCE FROM EACH AGE DIVISION WITH EIGHT OR TEN TEAMS WITH THE TOP TWO TEAMS RECEIVING A BYE.  DIVISIONS OF TWELVE OR MORE TEAMS-THE TOP EIGHT WILL ADVANCE TO PLAYOFF ROUNDS.  DIVISIONS OF LESS THAN EIGHT TEAMS-THE TOP FOUR WILL ADVANCE TO PLAYOFF ROUNDS.  ALL PLAYOFF GAMES ARE SINGLE ELIMINATION.

TIE BREAKERS: 

1.  HEAD TO HEAD :   

DIVISIONS WITH 3 OR MORE TEAMS TIED WILL BE DECIDED BY RUNS ALLOWED UNTIL THERE IS ONLY 2 TEAMS  REMAINING THEN WE WILL GO HEAD TO HEAD IF APPLICABBLE

2.  RUNS ALLOWED

3.  RUNS SCORED

4.  COIN FLIP

THE TOURNAMENT COMMITTEE RESERVES THE RIGHT TO DECIDE ALL TOURNAMENT MATTERS.

THE TOURNAMENT COMMITTEES INTERPRETATION OF THE AFOREMENTIONED RULES AND REGULATIONS SHALL BE FINAL.
